In dem Beitrag wird eine Typologie vorgestellt, die es erlaubt, die Rolle der Ministerialbürokratie bei der Transposition von EU-Richtlinien auf mitgliedstaatlicher Ebene zu analysieren. Die Typologie beruht auf der Annahme, dass sowohl formelle als auch informelle Strukturen bürokratischer Organisationen einen Einfluss auf den internen Entscheidungsfindungsprozess haben. Basierend auf den beiden Dimensionen Bürokratische Kapazität und Politische Ambition können vier Idealtypen gebildet werden, die verschiedenartige Muster administrativen Verhaltens im Rahmen des politischen Willensbildungs- und Entscheidungsprozesses auf nationalstaatlicher Ebene während der Phase Politikformulierung abbilden. Im zweiten Teil des Artikels werden die formellen und informellen Strukturen und Charakteristika der Transpositionsprozesse von EU-Richtlinien in den Niederlanden, Frankreich, Dänemark und Griechenland dargestellt, um die vier idealtypischen Muster administrativen Verhaltens empirisch zu illustrieren. This paper proposes a typology that is useful to analyze and understand the role of governmental bureaucracy in transposing EU directives at memberstate level. The typology assumes that both formal and informal structures of bureaucratic organizations have an impact on public decision-making behavior. Based on two dimensions - bureaucratic capacity and political ambition - four ideal-typical constellations of policy-making at the stage of policy formulation are derived. In the second part of the article all four ideal types are illustrated by examining the structural features and informal characteristics of the transposition process in the Netherlands, France, Denmark and Greece. The empirical illustration shows that administrative behavior in the transposition process indeed varies along both formal and informal factors.... view less
