Die gesellschaftliche und wirtschaftliche Entwicklung der letzten Jahrzehnte hat die Rahmenbedingungen des öffentlichen Dienstes stark verändert. Vor diesem Hintergrund ist zu fragen, ob das traditionelle Leitbild für den öffentlichen Dienst und die darauf basierenden Konzepte der Aus- und Fortbildung noch zeitgemäß sind. Zunächst wird in diesem Artikel skizziert, welche Erwartungen Bürger und Gesellschaft an Staat und Verwaltung haben und welche Anforderungen sich daraus an das Beschäftigungssystem des öffentlichen Sektors ergeben. Im Anschluss daran wird das traditionelle System der Aus- und Fortbildung mit seinen Vorteilen und mit seinen sich immer deutlicher abzeichnenden Nachteilen und Unzulänglichkeiten beschrieben. Im Zusammenhang mit den aktuellen und zukünftigen Herausforderungen, vor denen der öffentliche Dienst steht, werden neuere in- und ausländische Ansätze zur Reform der Verwaltungsausbildung im Kontext des Bologna-Prozesses dargestellt. Unter Rückgriff auf institutionentheoretische Konzepte wird aber auch erläutert, dass sachlich gebotene Veränderungen in der Verwaltungsaus- und -fortbildung auf Grund von stark wirksamen Pfadabhängigkeiten nur schwierig und langsam umgesetzt werden können.... view less

The economic and social developments over the last decades have changed the context of public services considerably. Against this background it has to be critically examined whether the traditional civil service model as well as the related concepts of education and training are still in keeping with time. This paper is outlining expectations of citizens and society towards state and administration; some related demands on public sector employment systems are also discussed. The following part gives an overview about the established system of education and training in German public administration - referring to its strengths as well as to its more and more emerging weaknesses and deficiencies. In the context of the Bologna process new approaches of public sector education and training are presented. Referring to institutional theory and ideas of path-dependency the paper finally concludes with some remarks about hurdles in the implementation of obviously essential reform steps in public sector education and training.... view less
