Die Schweiz erlebt eine Phase der politischen Umgestaltung. Die zahlreichen Reformaktivitäten im ersten Jahrzehnt des 21. Jahrhunderts verschonen kaum einen Bereich des politischen Lebens. Besonders zahlreich sind die Veränderungen in den 2'706 Gemeinden. Im Artikel wird der Frage nachgegangen, ob sich die Strukturen der Gemeinden durch die aktuellen Reformbestrebungen einander annähern oder ob ein Auseinanderdriften beoabachtet werden kann. Datenbasis für die Untersuchung sind vier Befragungen der Schweizer Gemeinden zwischen 1998 und 2005. Die Analyse zeigt auf, dass eine gewisse annähernde Entwicklung bezüglich der administrativen und politischen Strukturen stattfindet, diese aber vor allem innerhalb der einzelnen Schweizer Kantone und innerhalb einzelner Gemeindetypen beobachtet werden kann.... view less

Switzerland is currently going through a phase of political restructuring. The numerous reform activities at the beginning of the twenty-first century leave almost no area of political life untouched. The reforms are particularly abundant in the 2'706 municipalities. Accounting for the fact that there are big socio-economic differences between the municipalities as well as their political systems, we investigate whether the municipalities are headed for divergence or convergence as a result of these reforms. The empirical results are derived from four surveys of the local authorities conducted between 1988 and 2005. The results indicate that the municipalities do convergence in regard to their administrative and political structure. However, the convergence appears to be limited to the single cantons and observable only among certain types of municipalities.... view less
