Bewältigungsstrategien und Selbstpositionierungen von syrischen Geflüchteten imALG-II-Bezug

Abstract

Das Working Paper bezieht sich auf eine qualitative Forschung, die basierend auf narrativen Interviews Bewältigungsstrategien und Selbstpositionierungen von syrischen Geflüchteten im ALG-II-Bezug untersucht. Im Gegenteil zu bisherigen Studien stehen in der vorliegenden Arbeit weniger die Hürden der Arbeitsmarktintegration im Fokus, als die alltäglichen Auswirkungen und Wahrnehmungen von Armut bei den Interviewten sowie deren Verortung in lokalen und globalen Dimensionen von Armut. Armut wird dabei gemäß dem capability approachals Mangel an Verwirklichungschancen begriffen. Die Studie beschreibt, wie Geflüchtete im ALG II-Bezug armutsbedingte mangelnde gesellschaftliche Teilhabe, krisen- und geschlechtsbedingte Mehrbelastungen sowie Anforderungen des Jobcenters bewältigen. Dies steht in einem scheinbaren Widerspruch zu ihrer Selbstverortung als "nicht arm". Das Working Paper untersucht den Zusammenhang zwischen dieser Selbstpositionierung aus dem transnationalen Bezug der syrischen Geflüchteten und der Wahrnehmung von Verwirklichungschancen im Aufnahmeland Deutschland. Es wird gezeigt, wie der ALG-II-Bezug umgedeutet wird und statt für Exklusion und Bedürftigkeit für ein Leben in Sicherheit und eine temporäre finanzielle Starthilfe zum Ankommen steht.

The working paper presents a qualitative research studybased on narrative interviews which investigates the coping strategies and self-positioning of Syrian refugees in receipt of ALG-II. In contrast to previous studies, this paper focuses less on the obstacles to labour market integration than on the everyday effects and perceptions of poverty among the interviewees and their locations within local and global manifestations of poverty. Applying the capability approach, poverty is understood as a lack of opportunities for realisation. The study describes how refugees receiving ALG-II cope with a poverty-related lack of social participation, additional burdens related to crises and gender, and job centre requirements. This is in apparent contradiction to their self-positioning as 'non-poor'. The working paper examines the connection between this self-positioning from the transnational reference of Syrian refugees and the perception of opportunities for realisation in the host country, Germany. It shows how ALG-II benefits are reinterpreted as standing for a life of security and as a temporary financial start-up aid for arrival rather than for exclusion and neediness.
