Städte und Metropolen in Frankreich und Deutschland

Abstract

Sowohl Frankreich als auch Deutschland stehen unter großem Druck, sich weiterzuentwickeln und an neue Formen der Urbanität anzupassen sowie alternative strategische Ansätze vor dem Hintergrund begrenzter öffentlicher Finanzen und der Notwendigkeit wirtschaftlicher Leistungsfähigkeit zu entwerfen. Diese Herausforderungen betreffen nicht alle Arten von städtischen Gebieten in gleicher Weise. Das vorliegende Buch hat zum Ziel, dieser Situation gerecht zu werden, indem es in beiden Ländern den Kontext der nationalen städtischen Systeme berücksichtigt. Da es unmöglich war, alle relevanten Themen der räumlichen Entwicklung von städtischen und ländlichen Räumen anzusprechen, haben sich die Autorinnen und Autoren auf eine Reihe wichtiger aktueller Themen konzentriert, die zweifellos in beiden Ländern relevant sind, wenn auch auf unterschiedliche Weise, und die für einen Vergleich bedeutsam sein könnten. Der Fokus liegt somit auf Themen im Zusammenhang mit Metropolen, kleinen und mittelgroßen Städten sowie auf aktuellen Fragen zur Urbanität, Nachhaltigkeit, zu Smart Cities, Verkehr und Mobilität sowie zur Rolle der grenzüberschreitenden Stadtentwicklung. Die Struktur der Kapitel ist entsprechend konzipiert. Neben wissenschaftlichen und theoretischen Ansätzen berücksichtigen die Autorinnen und Autoren auch jeweils die praktische Planungsperspektive sowie methodologische Aspekte. Sie adressieren hauptsächlich drei relevante Faktoren: die Unterschiede zwischen den beiden institutionellen Systemen, die Entwicklungswege und historischen Konstanten sowie die Art und Weise, wie neuen Herausforderungen auf beiden Seiten der Grenze begegnet wird.

In both countries, France and Germany, there is great pressure to change and adapt towards new forms of urbanity and to conceive new strategic approaches with limited public finance and a need for economic efficiency. Not all types of urban areas are equally affected by these issues. The book aims to do justice to this situation, considering in both cases the context of the national urban systems. As it proved impossible to address all the topics relevant to the spatial development of urban and rural areas, the authors decided to concentrate on a number of important topical themes which are undoubtedly relevant in both countries, albeit in different ways, and which could be significant for a comparison. The focus is thus on issues related to metropolises, small and medium-sized towns and particularly current issues of urbanity, sustainability, Smart Cities, transport and mobility, and the role of crossborder urban development. The structure of the chapters is conceived in these terms. Besides scientific and theoretical approaches, the authors also consider the practical planning perspective and methodological aspects of the topic at hand. They mainly address three relevant factors: the differences between the two institutional systems, the development paths and historical constants, and how new challenges are addressed on both sides of the border.
