A think-tank debate in the United States that emerged in the summer of 2021 illustrates challenges to Western policy toward Eastern Europe in general, and to U.S. policy toward Ukraine in particular. Stereotypes of a post-Soviet Ukraine characterized by ultra-nationalism and authoritarianism spread by Russian propaganda resonate not only in leftist but also in other political circles.
