On the basis of interviews with, and reports written by, local experts such as police, planners, and journalists in pre- and post-apartheid urban South Africa, this article portrays a changing understanding of violence, in which violent spaces - rather than violent individuals in these spaces - become the object of concern and action for local experts. The 'othering' of violent spaces is paralleled by the 'othering' of violent times: The present is described as a 'state of emergency' in each case. The key to understanding the different spatial and temporal strategies of 'othering' violence lies in the mechanisms by which expert discourses render violence visible or invisible in specific spaces and times.... view less
