O sistema Universidade Aberta do Brasil na consolidação da oferta de cursos superiores a distância no Brasil

Abstract

Este trabalho desenvolve uma reflexão sobre o processo de criação e implementação do Sistema Universidade Aberta do Brasil-UAB. Tendo como referência, o processo atual de constituição e de institucionalização desse Sistema, registramos esse importante momento por que passa a educação a distância no setor público. Com esses objetivos em vista, evidenciamos importantes estruturas de organização do Sistema UAB, cuja construção se estabelece num regime de colaboração entre as Instituições públicas de ensino superior e os poderes municipal, estadual e federal. O Sistema UAB tem como foco principal a formação inicial e continuada de professores em todo o território nacional. Neste sentido, a UAB contribui para a melhoria e ampliação da oferta de educação superior no Brasil e para o estabelecimento de paradigmas de qualidade na implementação de cursos na modalidade a distância, em todas as áreas do conhecimento. Para realizar esta fundamental tarefa a UAB desenvolve suas principais missões: a articulação entre entes federados, o fomento e a avaliação do sistema.

This article reflects on the creation and implementation of the Open University of Brazil (UAB) System. Using as background the current System's building and institutionalization process, we register the present important moment that the Brazilian public distance education program is undergoing. With this objective at sight, we highlight several important organizational structures of the UAB System, whose construction is made through a collaboration regime among Brazilian Public Higher Education Institutions and the municipal, state and federal levels of government. The UAB System focus on the initial and continuous formation of teachers all over the Brazilian territory. Within this purpose, the UAB System has contributed for the improvement and expansion of higher education in Brazil and for the establishment of quality benchmarks in the creation of distance education programs on all fields of knowledge. In order to fulfill this fundamental task, the UAB System develops the following missions: the articulation of all federal entities and the System’s promotion and evaluation.
