München - ein planerisches Erfolgsmodell mit Schattenseiten

Abstract

Die Siedlungsentwicklung Münchens erfolgte im Wesentlichen nach den Vorgaben des Regionalplanes sowie des Stadtentwicklungsplanes entlang der S-Bahn-Achsen, die das Umland von München sternförmig mit dem Stadtzentrum verbinden. Im Stadtgebiet wird die Siedlungsstrategie "kompakt-urban-grün" verfolgt, nach der verdichtete, gemischte Nutzungsstrukturen im Einzugsbereich von S-, U- und Straßenbahn-Stationen geplant werden, während die zwischen den Achsen freigehaltenen Flächen der Naherholung und der Frischluftzufuhr dienen. Diese stadtentwicklungsplanerische Strategie wird durch das integrierte Handlungs- und Maßnahmenkonzept des Verkehrsentwicklungsplanes unterstützt, das in erster Linie den Ausbau des öffentlichen Verkehrssystems und die Förderung der Nahmobilität vorsieht. In den vergangenen Jahren war eine deutliche Zunahme der Einwohnerzahlen zu verzeichnen, die auch für die nächsten Jahre prognostiziert wird. Die in der Folge davon auftretenden Belastungen im Straßen- und Schienennetz sowie die damit verbundene Luft- und Lärmbelastung an Hauptverkehrsstraßen im Stadtgebiet machen einen weiteren Ausbau insbesondere des öffentlichen Verkehrssystems erforderlich. Dies ist auch deshalb notwendig, weil das vorhandene Straßennetz innerstädtisch nur noch bedingt erweitert bzw. ausgebaut werden kann.

In recent years there has been a significant increase in the number of inhabitants, which is also forecast for the coming years. The resulting impacts on the road and rail networks and the associated air and noise pollution on main roads in the urban area make it necessary to further expand the public transport system in particular. This is also necessary because the existing road network in the city can only be extended or expanded to a limited extent.
