Auch wenn die Bildungsstatistik in den letzten 15 Jahren deutlich an Bedeutung gewonnen hat, ist ihre Qualität noch immer unbefriedigend. Die Datenerhebungen folgen keinem einheitlichen Standard und sind lückenhaft. Die Nutzung der Daten für Zwecke der Forschung oder des Bildungsmanagements ist häufig erschwert, der Zugang zum Feld behindert. Hinzu kommt, dass im Kern aggregierte Output- und Outcomedaten wenig hilfreich sind, wenn es um die Evaluation von Wirkungen pädagogischer und sozialpädagogischer Interventionen geht. Deshalb wird in der vorliegenden Studie für die Erhebung von Individualdaten argumentiert, die es ermöglichen, Bildungsverläufe zu rekonstruieren und Wirkungen bestimmter Maßnahmen zu messen. Für eine systematische Politik der Prävention, die junge Menschen auch dann nicht aufgibt, wenn sie keine reibungslose Bildungskarriere durchlaufen, ist das eine fundamentale Bedingung. Although educational statistics have gained in significance over the last 15 years, their quality remains unsatisfactory. The acquisition of data follows no general standards and remains fragmentary. It is frequently difficult to be allowed to use data for research or educational management purposes, or access to the field is even hampered. This is aggravated by core-aggregated output or outcome data being of little help when related to the evaluation of the effects of pedagogic or social pedagogical interventions. In this study we therefore argue for the gathering of individual data, which allow to reconstruct education paths and the effects of particular provisions. This is a basic necessity for a systematic policy of prevention which does not wish to give up on young people, even when these have pursued non-straightforward education paths. Key to this remains maintaining their personal rights. Both is equally possible.... view less
