Die Studie bietet einen systematischen Überblick zu minderjährigen Flüchtlingen, ihrer Einreise und dem Aufenthalt in Deutschland. Es werden die wesentlichen dabei zum Einsatz kommenden Praktiken und Verfahren geschildert. Vielfach gelten hier andere Anforderungen als bei Erwachsenen, da Kinder gemäß nationaler und internationaler Vorschriften besonders schutzbedürftig sind. Unbegleitete Minderjährige kommen nach Deutschland, da sie vor Kriegshandlungen, Menschenrechtsverletzungen oder wirtschaftlicher Not fliehen und Schutz bzw. bessere Lebensumstände suchen. Manche verlieren aufgrund von Kriegen ihre Angehörigen, andere werden auf der Flucht von ihren Eltern getrennt, wieder andere werden von ihren Familien nach Europa geschickt.... view less

Working Paper 26 provides a systematic overview of the asylum process and other essential practices and procedures that are applied in connection with the entry to and residence in Germany of unaccompanied refugee minors. In many cases different requirements are applicable to those for adults as children are in greater need of protection in accordance with national and international regulations. The authorities responsible must provide suitable accommodation, appoint legal guardians and identify the minors' individual needs for youth welfare measures to be granted, amongst other things. In addition, the Working Paper provides statistics about unaccompanied minors in Germany over recent years. This includes new data concerning the detection of unaccompanied minors at the external borders of the Federal Republic. Further tables refer to the number of unaccompanied underage asylum applicants over the years 2002 to 2008, decisions by the Federal Office about asylum applications, voluntary return and detention for the purpose of removal. The Working Paper arose as the German contribution to the comparative study "Policies on reception, return and integration arrangements for, and numbers of, unaccompanied minors" carried out in the framework of the European Migration Network (EMN).... view less
