Der Beitrag vergleicht Regelungsstrukturen von Arbeitszeitkonten in Frankreich und Deutschland. Empirische Basis bilden 587 Dienst- und Betriebsvereinbarungen für Deutschland und 894 für Frankreich. Markante Unterschiede zeigen sich. In Deutschland dienen Arbeitszeitkonten vorrangig kurzfristiger Variation der täglichen/wöchentlichen Arbeitszeit. Betrieben sollen sie die Möglichkeit bieten, den Arbeitseinsatz enger mit einer schwankenden Nachfrage zu synchronisieren. Gleichzeitig sollen sie Beschäftigten Spielraum für eine mehr eigenverantwortlich gestaltete Arbeitszeit ermöglichen. In Frankreich sind Arbeitszeitkonten primär langfristiger orientiert und globaler ausgerichtet. Beschäftigte haben die Möglichkeit, größere Zeitguthaben anzusparen, um sie eigenverantwortlich für kurze oder längere Auszeiten zu nutzen. Dementsprechend unterscheiden sich die Regelungsstrukturen. In Frankreich liegt der Schwerpunkt auf den Zeit- und Geldelementen, die angespart werden können, außerdem auf den Verwendungsarten für die Nutzung der Zeitguthaben. In Deutschland geht es vorrangig um Höchstgrenzen für Zeitguthaben und -schulden sowie Ausgleichszeiträume der Kontenstände. The article compares the regulatory structures of working time accounts in France and Germany. 587 service and company agreements for Germany and 894 for France form the empirical basis. There are striking differences. In Germany, working time accounts primarily serve short-term variation of daily / weekly working hours. They should offer companies the opportunity to synchronize work more closely with fluctuating demand. At the same time, they should give employees scope to work more independently. In France, working time accounts are primarily long-term and global. Employees have the opportunity to save larger amounts of time in order to use them independently for short or long breaks. The regulatory structures differ accordingly. In France, the focus is on the time and money elements that can be saved as well as on the types of use for the use of time credits. In Germany, the priority is on maximum limits for time deposits and debts, as well as balancing periods for account balances. There are different types of accounts, in France they are similar to "savings" and in Germany more to "current accounts".... view less
