Die Wirkungen von Mindestlöhnen sind in Politik und Wissenschaft gleichermaßen umstritten. Dies gilt auch für die in Deutschland bestehenden gesetzlichen Regelungen zu branchenspezifischen Mindestlöhnen. Vor diesem Hintergrund haben das Institut für Arbeitsmarkt- und Berufsforschung, das Institut für Sozialforschung und Gesellschaftspolitik und das Rheinisch-Westfälische Institut für Wirtschaftsforschung in einer empirisch und methodisch sehr breit angelegten Studie die Wirkungen des 1997 im Bauhauptgewerbe eingeführten Mindestlohns untersucht. Dabei wurden die Effekte der Mindestlohnregelung auf die Entwicklung von Löhnen, Beschäftigung, Arbeitnehmerschutz und betrieblicher Wettbewerbsfähigkeit - jeweils getrennt für West- und Ostdeutschland - analysiert. On January 1, 1997 minimum wages were introduced in the German main construction sector. This book contains the study "Evaluation bestehender gesetzlicher Mindestlohnregelungen - Branche: Bauhauptgewerbe" commissioned by the German Federal Ministry of Labour and Social Affairs (BMAS). It analyses the potential effects of minimum wages on four main outcome variables: wages, employment, worker protection and competition. The study uses a data set for the main construction sector specifically created for this project. For this purpose, we merge administrative data of the German Federal Employment Agency (BA) and the Institute for Employment Research (IAB) with an employee survey which was conducted within the scope of the project. In addition to quantitative analyses, information from expert interviews in the construction sector are used to obtain specific background knowledge on the features and the effects of minimum wages in the main construction industry. The wage analysis shows that the minimum wage affected significantly more workers in East Germany at the time of the introduction compared to West Germany. In East Germany, the wages of a large fraction of the construction workforce are close to the minimum wage, which is not the case in West Germany. Qualitative findings support the evidence that the minimum wage has a significantly higher importance in the East German main construction sector compared to West Germany. The causal analyses show positive wage growth effects for the minimum wage introduction in East as well as in West Germany. However, we do not find any significant evidence for minimum wage effects on the level of employment, worker protection and the competitiveness of affected establishments. Because of data restrictions, a causal analysis of the effects on foreign establishments and their employees or on the self-employed is not possible. We caution against drawing conclusions from the results of our study for the introduction of a generally binding minimum wage or for other industries given the specific characteristics of the main construction sector in Germany.... view less
