Stadtentwicklungsfonds in der EU: Funktionsweise und Implementierung der JESSICA-Initiative in den Mitgliedstaaten

Abstract

Mit der JESSICA-Initiative führte die EU in der Förderperiode 2007 - 2013 ein neues Finanzierungsinstrument für die Stadtentwicklung ein. Statt der bisherigen Zuschussförderung sollten EFRE-Mittel unter bestimmten Bedingungen in revolvierende Stadtentwicklungsfonds transferiert werden können. Diese Fonds vergeben vergünstigte Kredite, Bürgschaften und Eigenkapitalbeteiligungen an Projekte mit einem Mehrwert für die Stadtentwicklung, die auf dem freien Kapitalmarkt Finanzierungsschwierigkeiten haben. So soll einerseits eine Lücke in der Finanzierung bestimmter Projekte geschlossen werden, andererseits die Effizienz des Mitteleinsatzes der öffentlichen Hand erhöht werden. Der Text führt in das komplexe JESSICA-System ein und zeigt anhand der Betrachtung eines URBACT-Netzwerkes und der Fonds seiner Mitgliedsstädte Beispiele für die Umsetzung solcher Fonds auf.

With the JESSICA initiative, the EU introduced a new financing instrument for urban development in the funding period 2007 - 2013. Instead of the usual grant funding, ERDF resources can be transferred to revolving urban development funds if specific conditions are met. These urban development funds provide loans, guarantees and equity capital for urban development projects that have difficulties finding adequate finance in the market. The intention is, firstly, to fill a gap in the financing of certain projects and, secondly, to increase the efficiency of the use of public funding. The text introduces the complex JESSICA system and shows examples of the implementation of such funds by introducing an URBACT network and the funds of member cities.
