Stadtentwicklungsfonds - ein neues Instrument zur Unterstützung nachhaltiger Stadtentwicklung? Einführung

Abstract

In der Stadtentwicklung wird in Europa und Deutschland seit über zehn Jahren in Ergänzung zu klassischen Finanzhilfen der Einsatz neuer Finanzinstrumente diskutiert, erprobt und umgesetzt. Stadtentwicklungsfonds zielen auf eine Unterstützung von stadtentwicklungspolitisch relevanten Vorhaben, deren öffentliche oder private Finanzierung nicht gewährleistet ist. Der Beitrag skizziert die Grundidee und Struktur eines Stadtentwicklungsfonds, fasst bisherige Erkenntnisse über dieses neue Instrument zusammen und führt in die verschiedenen Beiträge des Bandes zu Erfahrungen mit der Umsetzung ein.

In the field of urban development, the use of new financing instruments to complement classical financial grants has been discussed, tested and implemented for more than ten years in Europe and Germany. Urban Development Funds aim to support projects that are important for urban development policy but that are not otherwise guaranteed secure public or private finance. This paper outlines the underlying idea and structure of an urban development fund and introduces the different articles in this report, which describe experiences with the implementation of urban development funds.
