Оценка инновационного развития региона как инструмент совершенствования региональной инновационной системы (на примере Кемеровской области)

Abstract

The relevance of the research is predetermined by the need, during the evaluation of innovation development of the region, to comprehensively consider the conditions, capacities, performance of this development. System research of the innovative development of the region to improve its innovation system is prevented by the lack of method for evaluation the innovation development of the region. In the domestic literature, the innovation development is mainly analyzed at the level of enterprises. The aim of the research was to identify the problems of innovation development of the region (the case of Kemerovo Region, Russian Federation) by clarifying the structure of the regional innovation system and improving the methods of its assessment. We applied the following methods of scientific knowledge: analysis, generalization, analogy, classification, comparison. The paper considers the concept of the innovative development of the region and the notion of regional innovation system; the three components of the regional innovation system were identified: innovation potential, innovation climate, innovative susceptibility. We attach the method of evaluation of innovative development of the region, the results of its testing on the example of Kemerovo Region. Based on the received results, the problems of innovative development of the region were highlighted (inconsistency in the actions of the authorities, businesses and science, limited demand and proposals of innovation, lack of qualified staff) and recommendations for enhancing the efficiency of innovative development of Kemerovo Oblast were formulated: the need for the development and implementation of the foresight–project "Innovative development of Kemerovo Region” with working out a roadmap, development of the territory marketing and innovation marketing. It was proven that the developed method of evaluation of innovation development can be used not only for the quantitative analysis of innovation activities in the region, but also to identify existing problems in this activity, the solution of which will help increase the efficiency of the innovative development of the region. The practical significance of the work lies in the fact that the application of the formulated recommendations as a set of actions will help Kemerovo Region follow the way of innovative development and take up stable positions on the market for innovations. The scientific novelty of the research lies in clarifying the concept of regional innovation system, development of methodology for the evaluation of the innovative development of the region, which helps not only the quantitative analysis of innovation activity but qualitative analysis of existing problems of regional development in the region. The prospects of this research are in the application of the developed method in other regions of the Russian Federation to conduct a comparative analysis of their innovative development, and in the identification of common and individual patterns and trends.
