Seit nunmehr einem Vierteljahrhundert geht unter dem Namen "post-development" ein Gespenst in der Entwicklungstheorie um. Während die klassischen post-development-Texte ihren Fokus primär auf Mexiko, Kolumbien und Indien richteten und die neuere Debatte um buen vivir v.a. Ecuador und Bolivien in den Blick nahm (siehe auch PERIPHERIE Nr. 149), lassen sich alternative, auf nichtwestliche Traditionen Bezug nehmende Vorstellungen einer guten Gesellschaft auch in zahlreichen anderen Ländern finden. Zwei davon möchten wir in unserem Beitrag genauer betrachten. Allerdings möchten wir im Unterschied zu den klassischen Beispielen Fälle untersuchen, in denen die Alternativkonzepte nicht von oft als links angesehenen Basisbewegungen, sondern von politisch rechts stehenden Regierungen vertreten werden: in Thailand und im Iran. Diese Fallauswahl scheint zu der These zu passen, dass post-development letztlich ein reaktionäres, rückwärtsgewandtes Konzept sei. Dieser These möchten wir widersprechen. Unsere Zielsetzung im vorliegende Beitrag ist es, die Instrumentalisierung antiwestlicher, entwicklungskritischer Konzepte in den untersuchten Ländern durch reaktionäre Regierungen zu analysieren, ohne ihren emanzipatorischen Gehalt zu übersehen - letztlich zielen wir auf eine Rehabilitierung von vermeintlich rückwärtsgewandten post-development-Konzepten ab.... view less

For about a quarter-century, the spectre of post-development has been haunting development theory. While classical post-development texts focused primarily on Mexico, Columbia, and India, and new debates on concepts like buen vivir look at Ecuador and Bolivia (see also PERIPHERIE Nr. 149), alternative concepts of good societies, drawing on non-western and anti-western traditions, can also be found in numerous other countries. This paper addresses two such examples which - different from the classical cases - are not primarily connected to left, progressive movements, but which are rather promoted by right-wing authoritarian governments: the case of sufficiency economy in Thailand and gharbzadegi - occidontosis in Iran. These examples seem to fit the thesis that post-development, in essence, is a reactionary, backward-oriented concept. We argue against this thesis. The aim of our contribution is twofold: We want to analyse the instrumentalisation of anti-western alternative development concepts through reactionary governments, and, at the same time, appreciate their original emancipatory impetus.
