Secondly, they claim that the liberal state has to be neutral according to their previous definition of neutrality. However, instead of applying some general concept of neutrality to the liberal state, we should determine what liberal neutrality consists in by analyzing the normative core of liberalism. This change of perspective will show the following: as the liberal state is unconditionally committed to its citizens' liberty, it is also unconditionally committed to neutrality of justification. And as the liberal state is only conditionally committed to its citizens’ equality of opportunity, it is only conditionally committed to neutrality of effect.... view less
