Tres fueron las motivaciones de Estados Unidos para promover el libre comercio en las Américas durante la década de los ochenta, a saber: 1. El creciente regionalismo en la Comunidad Europea, área a la que los estadunidenses destinan, en promedio, el 28 por ciento de sus exportaciones; 2. Las deficiencias en el sistema multilateral de comercio y especialmente en el Acuerdo General sobre Aranceles Aduaneros y Comercio (GATT) para liberalizar los intercambios globales; 3. La posibilidad de volver a corregir los déficit en la balanza comercial de Estados Unidos a través del libre comercio con un grupo reducido de países. Three were the objectives that moved the United States to the promotion of free trade in America during the 80's: 1. The growing regional awareness of the European Community, an area to which an average of 28% of American exports are channeled. 2. The deficiencies in the commercial multilateral System and especially in the General Agreement on Tariffs and Trade (gatt) which seeks more liberal policies in the commercial excha nge on a world scale. 3. The possibility of correcting the déficit in the United State’s trade balance through free trade with a reduced group of countries. Today, these motivations are considered insufficient to satisfy the expectations of the US trade strategy and thus, a certain degree of disappointment can be perceived with regard to the Enterprise for the Américas Initiative and the Américas Summit which are beginning to suffer from lack of support from Washington.... view less
