La sociedad multicultural. Democracia y derechos

Abstract

En este artículo, el autor parte de un hecho sustancial: las sociedades multiculturales constituyen un fenómeno característico de nuestro tiempo. Es decir, en las sociedades actuales conviven códigos e identidades culturales diversos como consecuencia de diferencias étnicas, lingüísticas, religiosas o nacionales. En Europa, este fenómeno responde a la fragmentación de sociedades altamente homogéneas, a la crisis de consensos internos y del modelo del Estado social, a los flujos migratorios, etcétera. Ciertamente, la complejidad de las sociedades multiculturales plantea desafíos a la democracia: ¿cómo conciliar la unidad política con la diversidad social? El autor analiza el debate generado en tomo a estos desafíos; critica tanto la posición que sostiene que el multiculturalismo es una dimensión más del pluralismo, como la que afirma que este fenómeno constituye el mayor riesgo que debe enfrentar la democracia. Al analizar, asimismo, las respuestas asimilacionistas o segregacionistas frente al multiculturalismo, el autor propone revisar la noción de "ciudadanía", entendida ya no sólo en términos de nacionalidad, sino también en términos de la búsqueda de otros elementos de inclusión, arraigo y pertenencia como fuentes de identidad.

The authordeparts from a substantiated fact: multi-cultural societies are a phenomenon of our time. That is, in our present societies sepárate codes and cultural identities -resulting from ethnic. linguistic, religious or national differences- live together. In Europe this phenomenon is an aftermath of the fragmentation of highly homogenous societies, of the crisis of intemal consensus and of the welfare State, of migration flows, etc. Undoubtedly complex multicultural societies further contest democracy: How lo reconcile political unity with social diversity? The author presents a critical analysis of the debate this phenomenon has generated. foremostly represented on the one side by those who contend that multi-culturalism is simply another dimensión of plurality, and on the other by those who argüe that it is democracy s major challenge. The author also examines the assimilationist and segregationist reactions to multiculturalism, and proposes the reassessment of the concept "citizenship", understtxxl not only in terms of nationality, but also as a search for further elements of inclusión, rooting and attachment as sources of identity.
