This article discusses the political differentiation between "political and civic rights" and "social rights" which has been the object of debate in the last half of the xx century. Beginning the analysis from the point of view of the critique to the generational división between both types of rights, it follows a historical-ideological account which explains the reasons for the confrontation between the liberal-individual and the social-statist cosmovisions with respect in particular to human rights. Thereby, the article desagregates the characteristics, proposals and arguments of each of this rights as well as the position of its advocates and detractors. Finally, the author agrees with those who support the thesis that "economic, social and cultural rights are just as human, universal and fimdamental as the civic an political rights".... view less
