'Der Artikel analysiert die Rollen und Beziehungen der Akteure, ihre Koalitionen und Netzwerke in der Politik der Abfallbeseitigung. Ausgehend vom advocacy-coalition-Ansatz und der Netzwerkanalyse wird die politische Steuerung der Abfallbeseitigung beschrieben und untersucht, inwiefern zentrale Akteure dieses Politikfeld dominieren. Vergleiche mit Ländern mit hohen Müllverbrennungskapazitäten (Niederlande und Bayern) werden durchgeführt. Der Artikel kommt zum Ergebnis, dass die Regierungen und Parlamente als die zentralen Akteure die Entscheidungsprozesse im Bereich der Abfallbeseitigung keinesfalls top down steuern können, sondern dass sie Koalitionsbildungen insbesondere der lokalen EntscheidungsträgerInnen mit VertreterInnen aus Wirtschaft, Wissenschaft und Umweltbewegung berücksichtigen müssen.' 'This article analyses the roles of and relationships between actors, their coalitions and networks in the policy of waste disposal in Austria. On the basis of the advocacy coalition framework and the policy network approach the author try to answer the question to what extent central actors (governments and parliaments) are able to dominate the policy of waste disposal. A comparison is made with countries that have high capacities of waste incineration (Netherlands and Bavaria). The author conclude that the central actors are not able to direct decision making in the field of waste disposal in a top down manner, but have to consider the formation of coalitions, in particular of local decision makers, representatives of business, science and environmental groups.'
