'This article analyses the roles of and relationships between actors, their coalitions and networks in the policy of waste disposal in Austria. On the basis of the advocacy coalition framework and the policy network approach the author try to answer the question to what extent central actors (governments and parliaments) are able to dominate the policy of waste disposal. A comparison is made with countries that have high capacities of waste incineration (Netherlands and Bavaria). The author conclude that the central actors are not able to direct decision making in the field of waste disposal in a top down manner, but have to consider the formation of coalitions, in particular of local decision makers, representatives of business, science and environmental groups.'
