El comportamiento electoral en el Distrito Federal

Abstract

En este artículo se estudia el comportamiento electoral en la capital del país a partir del marco normativo electoral, de las preferencias de los electores y de los retos del nuevo gobierno cardenista. Así, la autora va resaltando aquellos elementos que considera esenciales para entender dicho comportamiento, como: el carácter radical de la propia reforma electoral -que abrió espacios de participación y representación en una entidad donde, tradicionalmente, estaban centralizados-; el rápido avance de la oposición en las últimas cuatro elecciones y la alta volatilidad del voto en cada elección. Finalmente, el escrito señala que el reto de la administración de Cuauhtémoc Cárdenas es interpretar correctamente unos votos que, más allá del apoyo abierto a éste y su partido, el PRD, se pueden traducir como una reacción de desencanto hacia el partido en el poder, el PRI.

In her analysis of the behaviour of the electorate in the nation’s capital, the author departs from the frame of the electorate normative to the preferences of the electorate and the challenges that face the new cardenista government. Thus, the author explores the elements that she considers essential to understand this behaviour, such as: the radical character of the electoral reform that opened up the space for participation and representation in an entity where they had been traditionally centralized; the rapid advance of the opposition in the last four elections and the high volatility of the vote in each election. Finally, the article points out that the administration of Cuauhtémoc Cárdenas faces the challenge of interpreting correctly, votes that, more than an open support for him and his party (pro), can be read as a reaction of disenchantment towards the PRI, the official party.
