En este artículo, el autor analiza un tema de suyo añejo y complejo: cómo enfrentar con éxito la pobreza. Alrededor de esta problemática, analiza los porqués del fracaso tanto del Estado mínimo como del planificado para resolver la inequidad social. Asimismo, se cuestiona sobre el nuevo papel que los Estados actuales deberán asumir con el fin de poder lograr una capacidad de gestión más eficiente, productiva y justa para todos los niveles y actores sociales. Para ello, el autor propone alternativas que coadyuven tanto a restructurar radicalmente las funciones tradicionales del Estado como a superar la "falsa antinomia" Estado-mercado-sociedad. Sólo con esta nueva redefinición del Estado -el "Estado inteligente"- se podrá, por fin, lograr lo que los clásicos tanto persiguieron: el bien social.... view less

This article analyses an old and complex topic: how to successfully face poverty? Around this problem it examines the reasons for the failure of the minimal state as well as of the planning state to resolve social inequalities. Likewise, it addresses the question of the new role which modern states have to adopt in order to achieve a more efficient, productive and fair policymaking capacity for all levels and social actors. To do this, the article proposes alternatives contributing to radically restructure the traditional functions of the state as well as to supersede the "false antinomy" State-market-society. Only with such a new redefinition of the state -the "intelligent state"- it will be possible, at last, to achieve what so many classics pursued: social welfare.... view less
