'Welchen wirtschaftspolitischen Anpassungsdruck ruft der Beitritt zur Europäischen Wirtschafts- und Währungsunion (EWWU) in Österreich hervor? Dieser Frage wird anhand einer vergleichenden Untersuchung stabilitätsorientierter Wirtschaftspolitiken nachgegangen. Im ersten Teil wird eine quantitative Untersuchung zur Interaktion von Geld-, Finanz- und Lohnpolitik in 14 europäischen Ländern für die Zeit vor der Währungsunion entwickelt und Österreich vergleichend eingeordnet. Der Aufsatz argumentiert, dass der aus dem EWWU-Beitritt resultierende Anpassungsdruck asymmetrisch auf die Mitgliedsländer wirkt und abhängig von der stabilitätspolitischen Aufgabenverteilung zwischen Geld-, Lohn- und Finanzpolitik ist, wie sie vor dem EWWU-Beitritt bestand. Die Untersuchung zeigt ein wirtschaftspolitisches Regime in Österreich, das schon vor dem EWWU-Beitritt Mitglied einer de facto Währungsunion mit Deutschland war und dennoch (dank hoher struktureller Ähnlichkeiten mit Deutschland) bis zur Mitte der 1990er Jahre eine antizyklische Geldpolitik zur Stabilisierung einsetzen konnte. Aus dem Analyserahmen lässt sich ableiten, dass der Anpassungsdruck auf die österreichischen wirtschaftspolitischen Institutionen zwar geringer als in vielen anderen EWWU-Ländern ist, dennoch aber nicht unterschätzt werden sollte. Mit dem Beitritt zur Währungsunion nahm der Druck auf die Finanzpolitik zu, die antizyklischen Aufgaben der Geldpolitik zu übernehmen und deshalb aus dem 'political exchange' mit den Gewerkschaften auszuscheren. Der Aufsatz illustriert qualitativ die neue Interaktion von Finanz- und Lohnpolitik seit 1994 und zeigt, warum das korporatistische System Österreichs diesen Wandel in der Finanzpolitik problemlos gemeistert hat, während er anderen Staaten weitaus größere Probleme bereitete.' 'This article studies the impact of EMU on macroeconomic policy making in Austria. It develops a quantitative comparative approach to cyclical stabilization policies in 14 European countries during the pre-EMU era and argues, that the pressure to adjust to EMU is asymmetric and should be analyzed as a function of the interplay between monetary policy, fiscal policy and wagesetting as cyclical stabilizers as they had existed before EMU started. The approach shows that even before joining EMU, Austria had been a member of a de facto monetary union with Germany. However, given the high structural similarities between these two countries, Austria could use monetary policy as a cyclical stabilizer until the mid 1990s but had to find a different instrument of cyclical adjustment after having joined EMU. The approach shows that the need for adjustment was smaller in Austria than in many other EMU member states, but that it was still considerable: when entering EMU, pressure on fiscal policy making to replace monetary policy as a cyclical stabilizer and thus to drop the 'political exchange' with the unions increased. In a qualitative account of the developments since 1994, the article illustrates how the corporatist system in Austria was able to deal with the shift in fiscal policy making and how it adapted its macroeconomic policy making to EMU.'
