'Als Fallbeispiel für die Schwierigkeiten des postsowjetischen Transformationsprozesses thematisiert der vorliegende Aufsatz das Schicksal der Bemühungen um eine 'sozialpartnerschaftliche' Lösung der Beschäftigungsprobleme im postsowjetischen Russland. Im Mittelpunkt stehen dabei zum einen die Konflikte zwischen den traditionellen, ehemals sowjetischen Großgewerkschaften und den sich im Zuge der postsowjetischen Reformen herausbildenden neuen Alternativgewerkschaften. Zum anderen bemüht sich der Aufsatz, die Schwierigkeiten zu beleuchten, die einerseits der mangelnde Wille der Arbeitgeberseite, sich zu organisieren und an Tarifverhandlungen teilzunehmen, und andererseits eine Reihe von 'postsowjetischen' Strukturproblemen der effektiven Arbeit einer 'Trilateralen Kommission' in Russland bereitet hat.' 'As a case study about the difficulties of the Post-soviet transformation process the article in hand observes the fate of the efforts for a tripartite solution of employment problems in Post-soviet Russia. It focusses first on the conflict between traditional ex-soviet state trade unions and new alternative trade unions, formed in the course of Post-soviet reforms, and then analyses the difficulties of industrial relations in Russia, caused on the one side by the lacking willingness of employers and entrepreneurs to form and join employers organizations and on the other side by a couple of typical Post-soviet structural problems.'
