El impacto del nuevo sistema de partidos en el desempeño de los poderes de la Unión

Abstract

El sistema de partidos mexicano modificó su perfil una vez más luego de que la ciudadanía expresó el 2 de julio pasado su voluntad de sustituir al Partido Revolucionario Institucional en el gobierno federal. Su decisión incluyó también la ausencia de una mayoría absoluta en ambas cámaras del Congreso de la Unión y, por consiguiente, la obligación del nuevo Presidente de la República de compartir con otras fuerzas la responsabilidad en la elaboración de las decisiones públicas. Este escrito explora cual puede ser el curso de la nueva relación entre los Poderes Ejecutivo y Legislativo. Analiza los diversos aspectos formales e informales que pueden intervenir en la aprobación de las piezas de legislación requeridas para apoyar el proceso de gobierno. Más adelante, reflexiona sobre la debilidad institucional del sistema de partidos y su impacto sobre la consolidación de la democracia mexicana. En especial, se detiene en los distintos factores que pueden condicionar en la LVIII Legislatura la cohesión y la disciplina demandadas entre los partidos para el establecimiento de acuerdos con la administración del presidente Fox.

The mexican party systema modified its profile once again after the results of the electoral joumey of july the 2ndand the electors will to susbstitute the Institutional Revolutionary Party in leading the Federal Government. Their resolution included also the absense of absolute mayority in both chambers of Congress and, therefore, the commitment acquired by the new President of the Repúblic to share with other political forces the responsability of making public decisions. This work explores which can be the direction of the new relationship bet- ween the Ejecutive and the Legislative Powers. It analizes the formal and informal issues involved in the approval of the legislative pieces needed to support the action of govemment. Further on, it points out the institutional weakness of party system and the impact it has on the possibility to attain mexican democracy consolidation. In particular, it explores the diffe- rent elements that may temper party cohesión and discipline in the LVIII Legislature in order to establish agreements with President Fox administration.
