Los grandes rezagos que en materia educativa presentan los países de la región, están presentes en las reuniones internacionales convocadas por la UNESCO para definir las políticas educativas que deberán instrumentarse, a fin de ampliar los servicios con equidad y calidad, abarcando a toda la amplia gama de grupos poblacionales, que por sus características culturales, de organización y su ubicación geográfica, requieren de propuestas alternativas que atiendan sus necesidades particulares. La importancia que en años recientes han adquirido los recursos tecnológicos como la televisión, la computadora y la radio, por su gran penetración en todos los ámbitos de la actividad humana, motivan a los investigadores educativos a buscar y proponer estrategias de aplicación que, por una parte contribuyan a la formación de usuarios críticos de los medios y, por otra, los incorporen como alternativas y/o complementos de la tarea educativa, que hasta no hace muchos lustros sólo se identificaba con la escuela.... view less

The enormous deficit in educational services shown by the countries of the Latin American Region is one of the issues often discussed at the UNESCO sponsored international conferences, which seek the outlining of educational policies to be instrumented in order to broaden the services with equity and quality. Those services should include a variety of population groups, whose own cultural background, organization practices, and geographic location, require alternative proposals that meet their particular needs. Technological resources such as the television, the computer, and the radio have become more and more important in recent years, due to their great penetration into every corner of human activity. That fact has impelled the educational researchers to seek and delineate strategies, which contribute to educate critical users of media, and also to promote the use of media as an alternative, and complementary tool in educational settings, which not so long was identificated only in the schools.... view less
