El proceso de certificación agraria empezó en 1993 sobre terrenos ejidales y tuvo una situación de indefinicón legal sobre terrenos comunales pertenecientes a los pueblos indios del país. La discusión en torno a la Ley sobre Derechos y Cultura Indígena se prolongó durante seis años y no logró el acuerdo con los pueblos indios. En tanto, la certificación sobre terrenos comunales tuvo algunos programas paliativos que no atienden la compleja problemática de tenencia y los históricos problemas limítrofes. En el caso de la Montaña de Guerrero, que concentra a población de tlapanecos, mixtecos, nahuas y amuzgos, la certificación ha sido muy lenta y representa sólo una parte del complejo panorama agrario de desertificación, siembra de enervantes, pobreza y migración que asolan la región y pueden ser fuente de conflictos a futuro.... view less

The agrarian certification process began in 1993 in ejidal lands and has a legal indefinition over communal lands which belong to indigenous people from our country. The Law of Rights and Indigenous Culture had been discussed for six years without any kind of agreement of the indigenous people. Therefore, certification of communal lands through palliative programs does not resolve the complex problem of tenancy and historic bordering troubles. In the Guerrero Mountain, which concentrates tlapanecos, mixtecos, nahuas and amuzgos, the certification has been slow and is just part of a complex agrarian panoram of desertification, drugs sowing, poverty and migration that raze the region and could be a source of future conflicts.... view less
