En este artículo, el autor analiza la hipótesis del uso político de los programas sociales de combate a la pobreza del gobierno de Vicente Fox para favorecer antidemocráticamente a Felipe Calderón en la contienda por la presidencia de la República mexicana en julio del 2006. Para examinarla, investiga, a través de una metodología consistente, la distribución del voto en las zonas del país que han sido beneficiadas en mayor medida por los programas federales de combate a la pobreza, tales como el Programa de Desarrollo Local Microrregiones, el Programa de Desarrollo Humano Oportunidades, Vivienda Rural, Empleo Temporal y Atención a los Adultos Mayores en Zonas Rurales. La conclusión del autor es contundente: no hay prueba del uso político de estos programas sociales para beneficiar a Calderón Hinojosa y perjudicar a López Obrador.... view less

In the present paper, the author explores the hipothesis of a political antidemocratic use of former Mexican president Vicente Fox's government’s social programs against poverty to favour candidate Felipe Calderón in the electoral competition for the Mexican presidency in July 2006. Through the application of a rigurous methodology, the author analizes the distribution of the vote in those areas of the country that most benefited from the federal programs against poverty, such as the Local Development Program "Micro-regions", the Program of Human Development "Opportunities", Rural Homing, Temporal Jobs and Elderly Care in Rural Areas. The author reaches a striking conclusion: there is no evidence of the political use of these social programs to benefit Calderon and damage López Obrador.... view less
