Collaborative Governance: Mehrebenendynamiken und Mechanismen des Wandels

Abstract

In der post-euphorischen Diskussion um Collaborative Governance geht es vermehrt um Tendenzen der Pluralisierung, der Politisierung und der öffentlichen Kritik. Damit erscheint es unklar, wie sich mittel und langfristig das Feld intersektoraler und interorganisatorischer Beziehungen verändern wird. Der Beitrag setzt hier primär konzeptionell an. Ziel ist es, im Rückgriff auf Erkenntnisse der Netzwerk- und Institutionentheorie Wandlungsmechanismen zu identifizieren. Dies geschieht mit Bezug auf drei Ebenen - der Ebene der Allianzen und Netzwerke selbst, der Ebene ihrer Mitgliedsorganisationen und der Ebene der Strukturierung dieser Arrangements durch ihre Einbettung in institutionelle Logiken. Erst aus dem Zusammenwirken dieser Mechanismen lassen sich Aussagen über zukünftige Entwicklungen ableiten.

The euphoric debate on collaborative governance has come to an end. Henceforth, tendencies of plurality, politicization, and public criticism are on the agenda. The near and far future of inter-sectoral and interorganizational relation remains to be open. Against this background, the paper contributes to the debate in a conceptual way. Its purpose is to identify mechanisms of change upon network theory and insights from the neo-institutional debate. Three levels of collaborative governance are addressed, the level of the networks and alliances itself, the level of their parental organizations, and the level of the structural embedding within complementary and diverging institutional logics. Assumptions on the future developments on collaborative governance are necessarily derived from the interaction of the mechanisms of change on these three levels.
