Der lange Zeit "eingefrorene" Transnistrien-Konflikt ist durch die Ukraine-Krise wieder in den Fokus internationaler Aufmerksamkeit geraten. Die sich kürzlich in der Ostukraine bewaffnet entladende Spannung zwischen pro-europäischen und pro-russischen Interessen wird im Kontext von Transnistrien bereits seit über zwanzig Jahren verhandelt, seit der Sezession allerdings ohne schwerwiegendere Gewalthandlungen. Verschiedene innen- sowie geopolitische Faktoren erschweren jedoch eine nachhaltige Transformation des Konfliktes. Das Assoziierungsabkommen der EU mit Moldau und das darin inkludierte Freihandelsabkommen haben signifikante Auswirkungen auf das Verhältnis zu Russland und der beiden Konfliktparteien untereinander. Die OSZE als vermittelnde Organisation im 5+2-Format scheint im Verhandlungsprozess keine Fortschritte mehr erzielen zu können. Es benötigt einen Paradigmenwechsel in den Verhandlungen und einen Perspektivenwechsel insbesondere auf moldauischer Seite, um den ins Stocken geratenen Friedensprozess wieder aufleben zu lassen.... view less

The long-term "frozen conflict" in Transnistria has currently been brought back on the international political agenda by the Ukrainian crisis. The tensions between pro-Russian and pro-European interests that resulted in armed hostilities in the Ukraine have also been constitutive for Transnistria within the last 20 years - although without any serious violent outbreaks since the secession. Diverse domestic issues and geopolitical factors impede the transformation of the conflict. The Association Agreement between the EU and Moldova has a deep impact on the relationship to Russia and the one between the two conflict parties. The OSCE, in charge of mediating the 5+2-negotiation process, is seemingly not able to achieve any more significant progress in the matter of conflict solution. In order to revive the stalled peace process, a paradigm shift and a change of perspective on the Moldovan side will need to take place.... view less
