Causas del Genocidio de Darfur: un análisis basado en el modelo de Barbara Harff

Abstract

Este artículo analiza la campaña de contrainsurgencia llevada a cabo por el gobierno sudanés y las milicias janjawid durante la guerra de Darfur. La primera parte determina si dicha campaña constituyó un genocidio con base en la definición y las cuatro pautas que Bárbara Harff propone para identificarlo. La segunda sección explica la ocurrencia del genocidio de Darfur a partir de la revisión histórica y el análisis de seis precondiciones o factores identificados por Harff: la agitación política, los genocidios anteriores, la orientación ideológica de la élite gobernante, el tipo de régimen, el carácter étnico de la élite y la apertura comercial. Esta investigación busca determinar si las políticas conducidas por el gobierno sudanés y las milicias janjawid constituyeron genocidio o politicidio -asesinato masivo de grupos políticos-, para posteriormente identificar y explicar sus causas.

This paper examines the counterinsurgency campaign carried by the Sudanese government and the Janjawid militias during the Darfur war. The first part considers whether that campaign constituted genocide according to the definition and four guidelines set forth by Barbara Harff to identify genocide. The second section explains the Darfur genocide based both on a historical review and analysis of the six preconditions or factors identified by Harff, namely, political upheaval, previous genocides, the ideological orientation of the ruling elite, the type of regime, the ethnic character of the ruling elite, and openness to foreign trade. This research aims at establishing whether the nature of the policies of the Sudanese government and the Janjawid militias were genocide or politycide -mass murder of political groups- to identify and explain accordingly its causes.
