Agentensimulation als Analyse- und Szenarientool regionaler Planungsprozesse auf Basis qualitativer Daten

Abstract

Agentensimulationen stellen einen innovativen methodischen Ansatz dar, weil sie auf der Ebene des Individuums ansetzen. Als Modellierungstool streben sie keine formale Abbildung einer „Wirklichkeit“ an, sondern verlegen sich auf die individuellen Repräsentationen von sozialer Situationen. Auf empirischer Seite öffnen Agentensimulationen sich damit qualitativen Zugängen. Der Beitrag will genau diese Anschlussfähigkeiten aufzeigen. Erläutert wird, wie in zwei Untersuchungsregionen in Deutschland und Schweden die Zusammenarbeit von Akteuren in einem kommunikativen Planungsprozess aus dem LEADER- Programm der Europäischen Union zur Entwicklung ländlicher Räume auf qualitativem Weg analysiert und anschließend durch den Einsatz von Agentensimulationen mittels Szenarienbildung Vergleichsdaten geschaffen wurden, die eine Evaluation der genannten Prozesse erlauben.

Agent based simulations represent an innovative modeling tool as they take the perspective of individuals. Other than classical models of human behavior they do not aim at formally describing “reality”, but shift the perspective towards individual representations of social situations. Empirically thinking, agent based models are the first to welcome results of qualitative social science methods. This paper demonstrates the construction of an agent based model of the cooperation of stakeholders in a communicative planning process in the LEADER programme of the European Union for the development of rural areas in two study areas in Germany and Sweden. The social situations in both case studies are analyzed using qualitative interviews and observations und subsequently represented in an agent based model. The simulation model is then used to create alternative scenarios of the studied situations to evaluate the decision making processes of the stakeholders.
