Übergänge von Wort und Schrift: zur Genese und Gestaltung von Anhörungsprotokollen im Asylverfahren

Abstract

"Im Asylverfahren werden anhand der Anhörungsprotokolle Mündlichkeit und Schriftlichkeit als zwei getrennte Formen behandelt, die zudem in einem direkten Ableitungsverhältnis stehen. Die Schrift bildet demnach das Gesprochene ab. Diese verfahrensgemäße, praktische Trennung von Wort und Schrift wird in der Bürokratieforschung überall dort aufrechterhalten, wo die starke Unterstellung der Abbildung geteilt oder eine Untersuchung allein auf das Wort oder das Dokument beschränkt bleibt. Die hier vorgelegte, aus einer Ethnographie des Asylverfahrens heraus entwickelte Schreibprozeßanalyse will dagegen zeigen, wie das Protokollieren - im Vergleich zu anderen bürokratischen Schreibprozeduren - vom (Vor-)Gesprochenen Gebrauch macht und wie das (Vor-)Gesprochene auf eben diese Verwertung eingestellt wird. Es zeigen sich auf diese Art unterschiedliche Übergänge von Wort und Schrift, die die Teilnehmer der Asylanhörung unterschiedlich fordern und teilhaben lassen. In der Endredaktion stellt der Entscheider das Protokoll mittels systematischer Modifikationen auf die anschließende Verwertung ein. Das fertige, aussagekräftige Protokoll schreibt dem Bewerber die Verantwortung für 'seine' Prüfungsleistung zu." (Autorenreferat)

"Records of asylum-hearings separate absolutely between the talk and the document. The assumption is, that you really can derive the original interview (with the asylum seeker, the official and interpreter) from the official record. The usual investigations in the social sciences reproduce these separation of the oral and the written by using only one side or the other as empirical source. The article show, how the documentation makes use of oral contributions and how these contributions are orientated to the documentation. The ethnographic analysis of the record-keeping-process identifies different links and steps between the oral and the written. At least the official dictates the record. His systematic phrasing adjusts the useable preproducts to the later utilization in the proceeding. The finished record holds the asylum seeker responsible for all results." (author's abstract)
