Zentrale Orte im Zielsystem des neuen Landesentwicklungsplans Nordrhein-Westfalen

Abstract

Das Zentrale-Orte-Konzept in Nordrhein-Westfalen fußt auf landesplanerischen Überlegungen aus den 1970er Jahren (LEP I/II 1979). Im Entwurf zum neuen LEP wird daran unverändert festgehalten. Die Einstufungskriterien für Zentrale Orte werden jedoch - wie bereits 1995 - nicht fortgeschrieben. Soll nun - wie vorgesehen - eine Validierung des Zentrale-Orte-Konzepts erfolgen, sind jedoch ebensolche Kriterien erforderlich. Ausgehend vom Zielsystem im Entwurf zum neuen LEP werden in diesem Beitrag konkrete Ansätze zur empirischen Überprüfung des Zentrale-Orte-Konzepts abgeleitet. Insbesondere geht es um Hinweise zu zentralörtlich relevanten Einrichtungen, zu Tragfähigkeits- und Erreichbarkeitsstandards, zum Erfordernis einer raumstrukturell differenzierten Betrachtung sowie für eine geeignete Methodik zur Zentralitätsmessung.

Central Places in the Goals of Spatial Planning in the new State Development Plan for North Rhine-Westphalia The central place concept in North Rhine-Westphalia is based on regional planning considerations from the 1970s (LEP I/II 1979). The draft of the new State Development Plan (LEP) contains this unchanged concept, but the classification criteria for central places have not been updated since 1979. If now - as planned - a validation of the central place concept is to be undertaken, then such criteria are required. Based on the system of spatial planning goals presented in the draft of the new LEP, concrete approaches to empirically verify the central place concept are discussed in this paper. Of particular importance is information about facilities of supra-local relevance, viability and accessibility standards, the need for consideration of spatially differentiated structures, and the necessity of a suitable method of measuring centrality.
