Security and the Responsibility of the German State

Abstract

Der Aufsatz geht der Frage nach, wie in Deutschland - unter den derzeitigen politischen Bedingungen - gesellschaftliche Einheiten ihre Funktionen wahrnehmen und inwiefern einflussreiche Personen des öffentlichen Lebens nach einer bestimmten Ethik handeln. Max Webers Unterscheidung von Verantwortungs- und Gesinnungsethik gibt uns wichtige Anhaltspunkte für eine Untersuchung. Was tut die deutsche Regierung für die Durchsetzung des Rechtsstaates und die innere und äußere Sicherheit? Dies sind angrenzende Untersuchungsgegenstände. Merkels Regierung hat auf wirtschaftlichem Gebiet in den vergangenen zehn Jahren Wichtiges geleistet. Die Bundeswehr hat zwar nicht die internationale Sicherheit in nennenswerter Weise erhöht, hat aber dafür auch nicht an destruktiven Kriegen teilgenommen. Merkels Migrations-Politik, die sich nicht mit dem Konzept einer Verantwortungsethik erklären lässt, hat eher zu einer Schwächung des Rechtsstaates und der inneren Sicherheit beigetragen.

The article addresses the question of how social units, namely the German state, are currently carrying out their functions and how people in general, and politically influential persons in particular, are acting according to certain ethics. Max Weber's distinction between an ethic of responsibility and an ethic of conviction gives us important clues for an examination of these questions. What does the German government do to fulfil its responsibilities and tasks; specifically, how does it enforce law, internal and external security? These are other relevant objects of investigation. In the past decade, Merkel's government has brought about some constructive results in the economic field. The German Federal Armed Forces, the Bundeswehr, have not increased international security in any significant way, but they also did not participate in destructive wars. Merkel's migration policy, which can not be explained with the concept of an ethics of responsibility, has instead contributed to weakening the rule of law and internal security.
