The Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH and InWEnt gGmbH - Capacity Building International, Germany, have a long and successful tradition in supporting South Eastern European Stability Pact Countries (SEE), including Bulgaria and Romania. This paper discusses main findings of their work with respect to projects targeting rural areas with structural deficits and weaknesses in SEE. After some introductory remarks, major challenges rural areas in Bulgaria and Romania are facing will be explained. Donors and instruments they apply with respect to regional and rural development will be described. Special attention will be paid to EU and German support schemes. Further details are mainly provided for two project examples which are considered as cases of successful German Development Co-operation in the region. Finally, some meaningful recommendations for future and targeted project efforts are highlighted. (author's abstract)... view less
