Die Herstellung gleichwertiger Lebensverhältnisse in allen Teilräumen von Deutschland ist ein wichtiges Ziel der Raumordnung, das der Sicherung einer Mindestversorgung dient. Für sechs Subdimensionen der Lebensverhältnisse (Demographie, Arbeitsmarkt, Wirtschaft, Wohlstand, Wohnungsmarkt und Infrastruktur) werden auf der Basis von 25 Einzelindikatoren für insgesamt 413 Teilräume (Kreise und kreisfreie Städte) Teilindizes berechnet. Eine Ungleichwertigkeit der Lebensverhältnisse wird in einem Teilraum angenommen, wenn in mehreren Subdimensionen eine Häufung unterdurchschnittlicher Abweichungen vom Bundesmittel feststellbar ist. The creation of equivalent living conditions in all sub-areas of Germany is an important aim of spatial planning, which serves to secure a minimum provision of services of general interest. For six sub-dimensions of living conditions (demography, labour market, economy, material prosperity, housing market and infrastructure) partial indices are calculated on the basis of 25 individual indicators for a total of 413 sub-areas (counties and cities). A lack of equivalent living conditions is assumed in a sub-area if an accumulation of deviations which are strongly below the federal mean can be noted in several sub-dimensions.
