In Zeiten von Globalisierung und demografischen Wandel ist es hierzulande allgemeines Ziel, verstärkt internationale Studierende für Deutschland zu gewinnen, und hier vor allem die sogenannten high potentials. Zugleich investiert Deutschland zunehmend in institutionalisierte Förderung der deutschen Sprache im Ausland sowie in weitreichende Stipendiaten-programme. In der Gesamtbetrachtung ergibt sich eine Förderbandlogik, die die besten Köpfe nach Deutschland befördert, so auch im Falle von Usbekistan und Kasachstan, zwei traditionelle Deutschlernerländer. Doch ungeachtet des großen Engagements und trotz eines weltweit wachsenden Hochschulmarktes, vermag Deutschland hierzu verhältnismäßig wenige international Studierende aus beiden Ländern für sich zu gewinnen, obgleich aus Sicht vor Ort vieles für eine große Nachfrage spricht. Vor dem Hintergrund immer fluider werdender Migrationsmuster und der geographischen Lage beider Länder, diskutiert der vorliegende Beitrag die Ambivalenz der letztlich auf Loyalität zielenden deutschen Förderinstrumente für junge Menschen aus Kasachstan und Usbekistan. Er plädiert als Ergänzung für ein aktiveres und offenes Kommunikationskonzept der Cloud vor Ort sowie für einen stärkeren Service deutscher Hochschulangebote.... view less

In the current age of globalization and demographic change, Germany has set the goal of strengthening the inbound flow of international students, especially with respect to the so-called high potentials. At the same time, Germany is increasingly investing in the institutional advancement of the German language abroad and in farreaching scholarship programs, which seem to function like a conveyor belt. These measures are supposed to at-tract the brightest minds - including from Uzbekistan and Kazakhstan, which have a tradition of learning German. However, despite Germany's considerable effort and despite the global growth of the higher education market, Germany has only been able to attract relatively few international students from these two countries, even though many factors seem to suggest a high demand, according to the local perspective. Considering the flux of the migration patterns and the geographical location of Uzbekistan and Kazakhstan, this article discusses the ambivalence of the German instruments of sponsorship for young Kazakhs and Uzbeks. In addition, it argues for a more active and open communication concept of a local Cloud and for a better service with regard to the supply of German higher education.... view less
