Die organisierende Funktion von Kompetenz: Entwurf eines zwei-Ebenen-Modells interkultureller Kompetenz

Abstract

Um interkulturell kompetentes Handeln beschreiben und erklären zu können, entwickelt der Autor ein Zwei-Ebenen-Modell interkultureller Kompetenz. Die erste Ebene des Kompetenzmodells bilden kognitive, affektive und verhaltensbezogene Ressourcen (Wissen, Einstellungen, Fähigkeiten etc.). Es wird argumentiert, dass sich Kompetenz aber nicht allein über diese Komponenten fassen lässt, sondern auf Prozesse zurückgegriffen werden muss, die die Anwendung, das Zusammenwirken und die Weiterentwicklung dieser Komponenten steuern und kontrollieren. Die Prozesse bilden die zweite Ebene des Modells, eine Meta-Ebene. Auf Grundlage dieses Modells wird weiterhin ausgeführt, was unter interkultureller Kompetenz verstanden werden kann, wenn man davon ausgeht, dass interkulturelle Begegnungssituationen sowohl durch essentialistische als auch durch konstruktivistisch-prozessuale Kultur-Verständnisse der Handelnden bestimmt werden.

In this paper a two-level-model of intercultural competence is developed in order to offer a basis for describing and explaining interculturally competent behaviour. Cognitive, affective and behavioural resources (knowledge, attitudes, skills etc.) constitute the first level of this model of competence. However, in this paper the claim is made that competence cannot only be explained by these components, but that processes are involved which organize and control how these components are applied, how they interact and how they are further developed. These processes constitute the second level of the model. On the basis of this model, a concept of intercultural competence is proposed, assuming that intercultural encounters are determined by both an essentialist and a constructivist procedural understanding of culture.
