Innenpolitische Faktoren der ukrainischen Außenpolitik

Abstract

'In diesem Bericht werden die unterschiedlichen ethnokulturellen und regionalen Einstellungen zur Außenpolitik in der Ukraine analysiert, und es wird aufgezeigt, wie sie sich in der außenpolitischen Orientierung der politischen Hauptakteure niederschlagen, insbesondere angesichts der Präsidentschaftswahlen im Oktober 1999: Die Hauptthese lautet, daß diese Unterschiede nicht unüberwindbar sind und die ukrainische Gesellschaft bei erfolgreichen Wirtschaftsreformen einen wesentlichen Impuls zur politischen und geopolitischen Konsolidierung erhielte. Angesichts der kritischen Reaktion der Öffentlichkeit in der Ukraine auf das Vorgehen der NATO im Kosovo wird den Einstellungen der Wähler sowie der Eliten gegenüber der NATO und dem Einfluß des Kosovo-Konflikts hierauf besondere Aufmerksamkeit geschenkt.' 'The present report analyses the-various ethnocultural and regional attitudes concerning foreign policy in Ukraine and indicates how they are reflected in the foreign-policy orientation of the major political players, particularly against the background of the presidential elections in october 1999. Its principal hypothesis is that these differences are not insurmountable and that successful economic reforms could lend Ukrainian society considerable impetus an its way towards political and geopolitical consolidation. In the light of the censorious public response in Ukraine to NATO's handling of the Kosovo crisis, particular attention is paid to the attitudes of the voters and the elites towards NATO and to the influence of the Kosovo conflict an these attitudes.'
