Integrationspolitische Maßnahmen europäischer Städte: eine Übersicht

Abstract

"Städte werden zunehmend zum Brennpunkt von Zuwanderung, Integration und multiethnischer Koexistenz. Die städtische Integrationspolitik und deren Maßnahmen gewinnen demzufolge gegenüber der nationalen Ebene der Zuwanderungspolitik immer mehr an Bedeutung. Der Relevanz der Integrationsmaßnahmen im lokalen Kontext Rechnung tragend, hat sich 2006 das europäische Städte- und Forschernetzwerk CLIP formiert und bis 2012 in vier Arbeitsmodulen eine einzigartige Datenbasis der munizipalen Integrationsmaßnahmen geschaffen. Es wurden dabei so unterschiedliche Politikfelder wie Wohnintegration, Diversitätspolitik, interkultureller Dialog oder 'ethnic entrepreneurship' systematisch in jeweils rund 30 Städten erhoben, vergleichend analysiert und ein erfolgreicher, bis heute andauernder Prozess des gegenseitigen Austausches von 'Good Practice' in Gang gesetzt. Ziele, Arbeitsabläufe, die organisatorische Struktur sowie spezifische Probleme dieser Kooperation zwischen Wissenschaft und Stadtverwaltungen werden in diesem Beitrag erläutert und wesentliche Resultate in komprimierter Form dargestellt." "Cities are increasingly becoming the focus of immigration, integration and multiethnic coexistence. Urban integration policies and measures are thus gaining increasing importance compared with national immigration policies. Taking into account the relevance of local integration measures the European research network CLIP has created a unique data basis of municipal integration measures in 30 European metropolises between 2006 and 2012. Different fields of political action such as housing integration, diversity policy, intercultural dialogue and the migrant economy were comparatively analysed, and a successful process of mutual exchange of good practice could be initiated. This contribution provides an overview of the aims, working procedures, organisational structures, specific problem constellations and main results of this unique cooperation between social science and municipalities."
