Der Transnistrien-Konflikt: Ursachen, Entwicklungsbedingungen und Perspektiven einer Regulierung

Abstract

'Der Konflikt zwischen der selbsternannten 'Pridnestrovskaja Moldavskaja Respublika' (PMR) im Osten der Republik Moldau und der moldauischen Regierung ist wohl einer der komplexesten der vielen bisher ungelösten Sezessionskonflikte in den Nachfolgestaaten der Sowjetunion. Der vorliegende Bericht analysiert die Ursachen des Konflikts sowie die Bedingungsfaktoren für dessen Entwicklung und versucht, auf dieser Grundlage die Perspektiven einer Konfliktregulierung auszuloten. Der Bericht stützt sich auf die international erschienene Sekundärliteratur sowie auf die Auswertung von Archiven und nationalen sowie regionalen Presseveröffentlichungen und auf Gespräche und Interviews mit Wissenschaftlern, Politikern und Repräsentanten der jeweiligen Administration, internationaler und gesellschaftlicher Organisationen, die der Autor während eines zehnmonatigen Forschungsaufenthalts in der Republik Moldau und insbesondere in der PMR durchführen konnte.' 'The conflict between the self-proclaimed 'Pridnestrovskaya Moldavskaya Respublika' (PMR) in the east of the Republic of Moldova and the Moldovan government is one of the most complex of the many hitherto unresolved secession conflicts in the successor states to the Soviet Union. The present report analyses the origins of the conflict and the factors conditioning its development and attempts, on this basis, to sound out the prospects for a settlement. The report is based on international secondary literature and on the analysis of archives and of articles published in the national and regional press, but also on talks and interviews conducted by the author with scholars, politicians and representatives of the administrations, international and societal organisations on both sides of the conflict during a ten-month fact-finding visit to the Republic of Moldova and in particular to the PMR.'
