'The fall of the Kirienko government fed rumours that Russian politics is now dominated by a group of financial magnates or 'oligarchs'. And indeed, in the course of the profound changes in Russian society that have come about as a result of political and economic transformation, a new economic elite has emerged that has been active in reshaping the country's political system and in creating market conditions. The present report, which will be supplemented by a concurrent volume of source material (Sonderveröffentlichung des BIOst 1998), examines the role of the financial magnates and their influence on the shaping of the political system.'
