Die Erneuerung der sowjetischen Deutschlandpolitik in der Phase der Wiedervereinigung

Abstract

'Nach der Auffassung der Lehre von den internationalen Beziehungen ist die qualitative Erneuerung, bzw. Restrukturierung der Außenpolitik einer Großmacht ein dramatisches Unternehmen, welches in der Regel nur als Folge eines militärischen Konflikts möglich erscheint. Die Deutschlandpolitik der UdSSR stellt zwar nur einen Teilaspekt des sowjetischen außenpolitischen Handelns dar. Allerdings war dieser besonders wesentlich, denn er schuf am Anfang und Ende des Kalten Krieges Rahmenbedingungen für den grundsätzlichen Wandel des internationalen Systems. Auf der Grundlage neuen Archivmaterials, von Memoiren und wesentlichen Primär- und Sekundärquellen versucht diese Studie die friedliche Anpassung der sowjetischen Deutschlandpolitik an veränderte internationale Bedingungen nachzuzeichnen. Diese erlaubten letztlich die Vereinigung Deutschlands und schufen eine unerwartete Chance für das Zusammenwachsen eines neuen, geeinten Europas.' (Textauszug)

'According to the conventional doctrine of international relations, the qualitative renewal or even the restructuring of a superpower's foreign policy is a dramatic undertaking that as a rule is considered possible only as the consequence of a military conflict. Although the USSR's policy on Germany constituted only one sub-aspect of Soviet foreign-policy activity, it was nevertheless a particularly important one which, at the beginning and the end of the Cold War, established the framework and the terms of reference for the fundamental transformation of the international system. The present study attempts, on the basis of new archive material, of personal memoirs and major primary and secondary sources, to trace the peaceful adaptation of Soviet policy on Germany to changing international conditions. It was these that ultimately made the reunification of Germany possible and created an unexpected opportunity for the amalgamation of a new, united Europe.' (extract)
