Die Entwicklung der deutsch-polnischen Beziehungen seit 1991

Abstract

'Sechs Jahre nach Unterzeichnung des deutsch-polnischen Nachbarschaftsvertrags läßt sich unschwer feststellen, daß das Profil und die Probleme des bilateralen Verhältnisses im Verlauf der neunziger Jahre eine neue Qualität bekommen haben. 199O wurde das deutsch-polnische Verhältnis von den inneren und äußeren Aspekten der Erlangung der deutschen Einheit dominiert; 1997 wird es zumindest auf der offiziellen Ebene von einer expandierenden Nachbarschaftspolitik im Rahmen der vorgezeichneten Zugehörigkeit zu denselben Bündnissen (EU, NATO) getragen. Die Entwicklung der Nachbarschaftsbeziehungen steht im Mittelpunkt des Berichts, der in erweiterter Form der Enquete-Kommission 'Überwindung der Folgen der SED-Diktatur im Prozeß der deutschen Einheit' vorgelegt wurde. Eine vorläufige Bilanz und Bewertung soll schließlich die Entwicklung des deutsch-polnischen Verhältnisses in einen größeren zeitgeschichtlichen Zusammenhang stellen.' (Autorenreferat)

'Six years after the signing of the German-Polish 'good-neighbourliness treaty', it is not hard to see that the profile and the problems of bilateral relations have taken on a new quality in the course of the nineties. In 199O, German-Polish relations were dominated by the internal and external aspects of Germany having achieved re-unification; in 1997, the relationship is characterised, at least at the official level, by an expanding policy of good-neighbourliness in anticipation of both countries eventually belonging to the same alliances (EU, NATO). The evolution of these good-neighbourly relations is the focal theme of the present report, an extended version of which was submitted to the German parliamentary committee of enquiry on 'Overcoming the Consequences of the SED Dictatorship in the Process of German Unification'. In a preliminary balance and assessment, the report also attempts to put the evolution of German-Polish relations into a broader contemporary history context.' (author's abstract)
