'Mißt man den wirtschaftlichen Erfolg einer russischen Region daran, ob sie zu den Nettozahlern des föderalen Finanzausgleichs gehört, dann muß man für 1995 zwölf Regionen zu diesem Kreis zählen. Unter diesen befanden sich neun Regionen, deren Wirtschaftsstruktur von der Rüstungsindustrie dominiert wird. Angesichts der schweren Krise, in der sich die russische Rüstungsindustrie befindet, ist dies erstaunlich. Die vorliegende Analyse fragt nach den Gründen, warum Regionen trotz ökonomischer Schwierigkeiten wirtschaftlich erfolgreich sind. Eine mögliche Antwort ist, daß sich in diesen Regionen spezifische interessenpolitische Konstellationen herausgebildet haben, die bei der Behandlung wirtschaftlicher und sozialer Probleme vergleichsweise erfolgreich agieren. Die Analyse dieser neuen politischen Strukturen erfolgt anhand von Material, das in St. Petersburg und im Gebiet Sverdlovsk gesammelt worden ist.' (Autorenreferat)... view less

'If the economic success of a Russian region is measured in terms of whether it is a net contributor to the federal fiscal pool, there are 12 regions that can be assigned to this category for 1995. Among these were nine regions whose economic structure is dominated by the arms industry. In the light of the severe crisis in which the Russian arms industry is embroiled, this is rather surprising. The present analysis looks for the reasons why regions are economically successful despite macro-economic difficulties. One possible answer is that specific interest constellations have emerged in these regions that are able to produce a comparatively successful response to economic and social problems. An analysis of these new political structures is performed on the basis of material gathered in St. Petersburg and in the Sverdlovsk region.' (author's abstract)... view less
