'Im Frühjahr 1997 haben zwei Spitzentreffen in Moskau Bewegung in die Beziehungen zwischen den Staaten der GUS gebracht. Gemeint ist zum einen die Gipfelkonferenz der GUS-Staatsoberhäupter vom 28. März mit dem Versuch, die Wirtschaftsintegration zwischen den Teilnehmerstaaten zu vertiefen, und zum anderen das Treffen der Präsidenten Jelzin/ Lukaschenko vom 2. April, das den Charakter der anvisierten 'Union' zwischen Rußland und Belarus bestimmen sollte. Der vorliegende Bericht befaßt sich mit Voraussetzungen, Abläufen und Hintergründen der Gipfeltreffen und kommt zu dem Ergebnis: Beide inhaltlich eng zusammenliegenden Ereignisse endeten höchst widersprüchlich, da Ausgangspositionen, Motive und Ziele der jeweiligen Teilnehmer stark differieren. 'In the spring of 1997 two high-level meetings in Moscow brought some movement into relations between the states of the CIS. The first of these was the summit meeting of CIS leaders on 28 March the purpose of which was to try to increase economic integration within the CIS. The second meeting, between Presidents Yeltsin and Lukashenko on 2 April, was held to define the terms of the 'Union' envisaged between Russia and Belarus. The present report looks at the background to these two summit meetings and at what happened at them. It comes to the conclusion that both events, which from the point of view of content were rather similar, ended on a highly contradictory note. The reason for this was that the participants came to the meetings with widely differing assumptions, motives and goals. The report draws on original sources from the CIS - texts of agreements, statements by politicians and media analyses.' (author's abstract)... view less
